Then came the assassination of Mayor Thomas Hayes.

It wasn’t a sniper on a rooftop or a car bomb in traffic. It was surgical, quiet, and executed inside a locked room with five dead guards and no sign of forced entry. Within three hours of the Mayor’s death, the city’s entire digital infrastructure went dark—a silent blackout that paralyzed emergency dispatches, federal traffic monitors, and precinct databases across the state.

Marcus and his partner, Elena Vance, were the first unit dispatched to the Mayor’s private estate on the outskirts of the district. They weren’t meant to find survivors. They were meant to secure the scene for federal interdiction teams.

Instead, inside the panic room hidden behind the master study, they found two things: the Mayor’s personal security chief, bleeding out on the marble floor, and an infant boy wrapped in a light cotton blanket, sleeping undisturbed amid the scent of copper and burnt wire.

With his dying breath, the chief didn’t ask for a priest or a medic. He grabbed Marcus’s vest and shoved a sealed data pad into his hand, forcing out a final, desperate warning: “They aren’t wiping the servers… they’re transferring them. The child… don’t let Vance take the child.”

Before Marcus could process the name—the name of his own estranged uncle, a former black-ops commander long thought buried in a classified grave—the precinct comms crackled to life with a priority broadcast. A citywide alert had been issued. Marcus and Elena were branded rogue officers accused of treason, kidnapping, and the murder of the Mayor.
